Did you know that the U.S. is a net importer of solid waste from Canada?

A lot of it ends up in Michigan—like what you're seeing here—but the Seneca Meadows landfill in central New York is no stranger to foreign trash. In 2021 alone, it accepted 74 tons of toxic asbestos from Canada.

And it’s not just Canada. Seneca Meadows takes in garbage from nearly every Northeastern state—plus most counties in New York—making its rural host community a primary dumping ground of the Northeast. Or as many now call it: New York State’s trash capital (based on daily intake).

The mission of Concerned Citizens of Seneca County (CCSC) is to promote the health and quality of life of the Seneca County region of New York State (as well as neighboring counties) by ensuring their air, soil, water and environment are clean and healthful, for which we sometimes find it necessary to participate in (and/or support others’) legal actions, as shown below.

Check this page often for the latest updates for all ongoing CCSC and partner litigation.

Success Stories

Since incorporating in 2010, Concerned Citizens of Seneca County has achieved some remarkable milestones in terms of its educational and advocacy activities, including participation in most every phase of local environmental concerns, whether it be speaking at county and town boards, or at NYSDEC legislative and adjudicatory proceedings, or as a litigant in NY Supreme Court, the NY Apellate Division, and the NY Court of Appeals.

Landfill Clay Mine Stopped

Along with trash, Seneca Meadows also trucks in clay soil used to help build the trash into mountains. In 2009, they wanted to mine this soil from a 122-acre parcel of land directly across the road from Waterloo residents. In opposition, Concerned Citizens of Seneca County held local meetings with hundreds in attendance, gathered more than 1400 petition signatures, participated with full party status at NYSDEC legislative and judicial hearings, but all to no avail until we filed suit versus both the Town of Waterloo as well as Seneca Meadows landfill over their unlawful zoning violation. Nine long years later, on Feb. 3, 2017, we won a 5-0 unanimous decision at the Appellate Court, and we won again on September 5, 2017, before the NY Court of Appeals, the state’s highest court – a step away from SCOTUS. As our attorney Doug Zamelis said, the Appellate Court ruling “was a knockout blow” to Seneca Meadows.

While these milestones are noteworthy, Concerned Citizens of Seneca County is, at present, laser-focused on stopping further landfill expansions, which is to say, 15 more years of on-going burial by Seneca Meadows landfill of 6,000 tons a day (a staggering 99% imported from beyond our county) of not just household waste, but contaminated soils, incinerator ash, sludge, construction debris, and “other industrial waste.”

Our mantra: NYS must stop allowing landfill expansions and extending closure dates.
